Hi, I'm new to reborning (as in still gathering supplies & info and eagerly awaiting my kits) & I noticed on eBay 35mm & 45mm joints being offered.  When I asked the seller how you know which size to use she replied that she had no idea because she doesn't make dolls. Soooo, how do you decide?

Well, you want your joints not to be larger than the opening of your limb end. You need room for some stuffing to go into the shoulder and hips. The patterns will say what size of joints to use and the shoulder ones are of course smaller than the hip ones.
The hip joints are actually very large. Take a look at some doll body patterns at the fabric store and see what they say for measurements. The measurements you gave sound like ones for an 18" doll, I think the 22" are larger.
